RVA friends' Campaign
Lord Albaddon is the ruler and governs Capitol and the other cities. The pârnai around Capitol is overseen by the Sherriff, a person appointed by Lord Albaddon to govern at their discretion. There are only three laws mandated by the Lord:
1.No one enters the city without permission from Lord Albaddon
2.No one leaves the pârnai without permission from Lord Albaddon
3.No bombs, no drugs, and no guns are permitted to the residents of the pârnai without permission from Lord Albaddon
Everything else is left to the judgement of the Sherriff, to keep the peace and enact justice as they see fit. The Sherriff is also the sole arbiter for who may be deemed worthy to be accepted into the city.
As the pârnai is quite large, the Sherriff appoints Deputies to oversee different sectors of the city. These Deputies are given the same latitude to keep the peace and enact justice as the Sherriff, and act with his authority within their districts. The Deputies further appoint gaurds to police the populace. Gaurds may act on the authority of the Deputies, but cannot claim to act on the authority of the Sherriff, in the same way Deputies cannot claim to act on the authority of Lord Albaddon. Recourse for abuse from a gaurd may be sought from a Deputy, and for Deputy abuse from the Sherriff, but there is no way to petition Lord Albaddon for recourse against the Sherriff (see Law #1). However, gross incompetence by the Sherriff tends to get noticed by the city, which generally provokes brutal response on the populace followed by replacement of the Sherriff.
